Commissioning for Value CCG data packs

Working with Public Health England and NHS Right Care, NHS England is providing a suite of materials to support effective ‘commissioning for value’. This includes a range of comprehensive data packs and online tools.

The first packs – published in October 2013 – clearly showed CCGs and area teams ‘where to look’ as a first stage to identify real opportunities to improve outcomes and increase value for local populations.

The ‘Pathways on a Page’ packs – published in November 2014 – provide in depth data for 13 patient conditions, within those programmes that were most commonly identified as offering the greatest potential improvements in the first pack.

The ‘Integrated Care Pathways’ packs – published in February 2015 – seek to demonstrate the extent to which complex patients utilise resources across programmes of care and the urgent care system.

Where to look packs - published January 2016 - These refreshed ‘where to look’ packs build on earlier Commissioning for Value packs. They update the information in the original data packs from October 2013 and the Pathway on a Page packs from November 2014. A repeat of the complex patients information in the Integrated Care packs from February 2015 has also been included for completeness.

The use of this localised information as part of the annual planning cycle is encouraged. It will support discussions about prioritising areas for change and utilising resources, and will help local leaders make improvements in healthcare quality, outcomes and efficiency.

Also made available in April 2016 are more focused packs that provide more detailed information on those highest spending programmes  covered by the Commissioning for Value packs. The areas covered are: CVD; Neurological; and Respiratory. The packs include a wider range of outcome measures and information on the most common procedures and diagnoses for the condition in question.

‘Where to Look’ packs refreshed in October 2016 - These packs are a refresh of the Commissioning for Value Where to Look packs, last published in January 2016. Updates to this version include: Many indicators now using 2015/16 data; an additional three pathways on a page for gastro-intestinal; and updated complex patients information. Please note that there are a number of reasons why a programme that was identified as a headline opportunity in January 2016 may no longer be identified as such in October 2016.
 
'Where to Look' packs updated in January 2017 so that local health economies are basing decisions on more timely data.  The main update has been the inclusion of 15/16 QOF data.  The updated packs also contain a new slide highlighting the potential overuse in bed days. Health economies are able to use this information to focus on the opportunity to free up bed capacity, and ask the questions ‘Is this current bed use adding value?’ and ‘Where might we better use this capacity and resource?’
